DSC Changes Due to CCA IVG Guidelines from 15th July 2024, Impacting Price and Process ( Date has been extended till 15th July 2024 )
In line with CCA IVG Guidelines 2.4, Starting from 15th July 2024, Following changes will get implemented by all DSC Companies in India by CCA.
Change of Role & Duties of RA to BP : RA will now be called as Business Partner ( BP ) with limits like enrollment can not be done through RA login etc. A New / Updated Business Partner Dashboard will be provided w.e.f 15th July, 2024.
Direct Billing from Certifying Authority : DSC Purchase Invoice will be issued by DSC Certifying Authority directly in favour of DSC Applicant. As a RA / Business Partner you can not issue Invoice / Bill for DSC w.e.f. 15.07.2024. If Partner is giving USB Token along with DSC, he can issue DSC Token and Support Charges invoice if any.
Direct Payment to Certifying Authority : Payment of DSC to be made to Certifying Authority directly during the enrollment of DSC.
New DSC Enrollment Process :In the light of implementation of DPDP Act ( Digital Personal Data Protection Act, 2023 ) , following changes will be done: -
Business Partner can not enroll DSC in his dashbaord, a seperate DSC enrollment link on respective Certifying Authority website will be provided to enroll DSC. Business Partner need to enter his Unique Business Partner Reference Code OR Registered eMail ID & Mobile Number as Partner for reporting and other accounting purposes.
Applicants Personal Data and eKYC data will not be visible to the Business Partner. It will be visible in only in Customer KYC Login. Business Partner can check only various reports in his dashboard for commissions.
Video link will directly go on Applicant Mobile / eMail / Whatsapp. Business Partner can not copy or resend video link.
In case of PAN Based DSC, Applicant Name must reasonable match with records of Telecom Company.
Discontinuation of Stock System : DSC Stock System, Wallet will be discontinued w.e.f 15.07.2024. There will be no bulk purchase allowed.
Price Increment : There will a dsc price increase by dsc companies. Appox range will 1500-2000/- Per DSC. This is just an idea. Final pricing will be disclosed by dsc companies from 15th July 2024
Due to these guidelines, eSolutions suggest following steps :-
Issue & Download your all DSCs till 14th July 2024 which are going to expire in next atleast 3-4 Months ( July 2024 to Oct 2024 ). You will save money of these DSCs.
Inform your customers / Partners under you about this and try to issue maximum DSC in June 2024.
Check your total DSC to be issued and purchase DSC & Token Stock accordingly.
Backup your existing DSC Stock, Wallet, and DSC reports - if any - to avoid any data loss.
Complete all pending enrolments by the cut-off time, as all unprocessed records will be automatically deleted from our system after the downtime.
For applications marked as "Ready To Download", you can access them within 30 days from the Video Approval date.

What About DSC Stock Left on 15th July 2024 ?
Existing stocks will be settled in a very cost-efficient manner. All the business Partners and associates will continue their current business without any doubt or fear. Detailed plan will be provided soon regarding this.

15 जुलाई 2024 से सीसीए आईवीजी दिशानिर्देश 2.4 के अनुरूप, सीसीए द्वारा भारत में सभी डीएससी कंपनियों द्वारा निम्नलिखित परिवर्तन लागू किए जाएंगे।
आरए से बीपी की भूमिका और कर्तव्यों में परिवर्तन : आरए को अब बिजनेस पार्टनर (बीपी) कहा जाएगा। 15 जुलाई, 2024 से एक नया / अद्यतन बिजनेस पार्टनर डैशबोर्ड प्रदान किया जाएगा।
प्रमाणन प्राधिकारी से सीधे बिलिंग : डीएससी खरीद चालान डीएससी प्रमाणन प्राधिकारी द्वारा सीधे डीएससी आवेदक के पक्ष में जारी किया जाएगा। आरए / बिजनेस पार्टनर के रूप में आप दिनांक 15.07.2024 से डीएससी के लिए चालान / बिल जारी नहीं कर सकते। 15.07.2024. यदि भागीदार डीएससी के साथ यूएसबी टोकन दे रहा है, तो वह डीएससी टोकन और समर्थन शुल्क चालान, यदि कोई हो, जारी कर सकता है।
प्रमाणन प्राधिकारी को सीधा भुगतान : डीएससी के नामांकन के दौरान डीएससी का भुगतान सीधे प्रमाणन प्राधिकारी को किया जाएगा।
नई डीएससी नामांकन प्रक्रिया : डीपीडीपी अधिनियम (डिजिटल पर्सनल डेटा प्रोटेक्शन एक्ट, 2023) के कार्यान्वयन के आलोक में निम्नलिखित परिवर्तन किये जायेंगे:-
बिजनेस पार्टनर अपने डैशबोर्ड में डीएससी नामांकित नहीं कर सकता है, डीएससी नामांकन के लिए संबंधित प्रमाणन प्राधिकरण वेबसाइट पर एक अलग डीएससी नामांकन लिंक प्रदान किया जाएगा। बिजनेस पार्टनर को रिपोर्टिंग और अन्य लेखांकन उद्देश्यों के लिए पार्टनर के रूप में अपना विशिष्ट बिजनेस पार्टनर संदर्भ कोड या पंजीकृत ईमेल आईडी और मोबाइल नंबर दर्ज करना होगा।
आवेदकों का व्यक्तिगत डेटा और ईकेवाईसी डेटा बिजनेस पार्टनर को दिखाई नहीं देगा। यह केवल ग्राहक केवाईसी लॉगिन में दिखाई देगा। बिजनेस पार्टनर कमीशन के लिए अपने डैशबोर्ड में केवल विभिन्न रिपोर्ट की जांच कर सकता है।
वीडियो लिंक सीधे आवेदक के मोबाइल/ईमेल/व्हाट्सएप पर जाएगा। बिजनेस पार्टनर वीडियो लिंक को कॉपी या दोबारा नहीं भेज सकता।
पैन आधारित डीएससी के मामले में, आवेदक का नाम टेलीकॉम कंपनी के रिकॉर्ड से उचित रूप से मेल खाना चाहिए।
स्टॉक प्रणाली को बंद करना :डीएससी स्टॉक सिस्टम, वॉलेट 15.07.2024 से बंद कर दिया जाएगा।
मूल्य वृद्धि : डीएससी कंपनियों द्वारा डीएससी मूल्य में वृद्धि होगी। लगभग रेंज 1500-2000/- प्रति डीएससी होगी। ये सिर्फ एक विचार है. अंतिम कीमत का खुलासा डीएससी कंपनियों द्वारा 15 जुलाई 2024 से किया जाएगा।
इन दिशानिर्देशों के कारण, eSolutions निम्नलिखित कदम सुझाते हैं:-
15 जुलाई 2024 तक अपने सभी डीएससी जारी करें और डाउनलोड करें जो अगले कम से कम 3-4 महीनों ( जुलाई 2024 से अक्टूबर 2024 ) में समाप्त होने वाले हैं। आप इन डीएससी के पैसे बचाएंगे।
अपने ग्राहकों/अपने अधीन साझेदारों को इसके बारे में सूचित करें और 15 जुलाई 2024 तक अधिकतम डीएससी जारी करने का प्रयास करें।
जारी किए जाने वाले अपने कुल डीएससी की जांच करें और तदनुसार डीएससी और टोकन स्टॉक खरीदें।
किसी भी डेटा हानि से बचने के लिए अपने मौजूदा डीएससी स्टॉक, वॉलेट और डीएससी रिपोर्ट - यदि कोई हो - का बैकअप लें।
सभी लंबित नामांकनों को कट-ऑफ समय तक पूरा करें, क्योंकि डाउनटाइम के बाद सभी असंसाधित रिकॉर्ड स्वचालित रूप से हमारे सिस्टम से हटा दिए जाएंगे।
"डाउनलोड करने के लिए तैयार" के रूप में चिह्नित एप्लिकेशन के लिए, आप वीडियो अनुमोदन तिथि से 30 दिनों के भीतर उन तक पहुंच सकते हैं।
15 जुलाई 2024 को बचे डीएससी स्टॉक के बारे में क्या?
मौजूदा स्टॉक का निपटान बहुत ही लागत-कुशल तरीके से किया जाएगा। सभी व्यावसायिक भागीदार और सहयोगी बिना किसी संदेह या भय के अपना वर्तमान व्यवसाय जारी रखेंगे। इस संबंध में जल्द ही विस्तृत योजना उपलब्ध करायी जायेगी.
